What the 0 and 00 numbers represent is a losing bet for anything that was not directly bet on the zeros. This is what gives the house the advantage in roulette. With one of those two zeros gone, the chance of that a zero will land has been reduced by half, and so has the house advantage.

The object is same no matter which way you play roulette. The ball is spun around the wheel until it lands in a number. Before the ball is spun, bets are placed on the roulette table. European Roulette Betting
Here's a brief overview of the roulette payouts that are won:
- Bet 1 number - 35 to 1 payout, placed in the middle of a number
- Bet 2 numbers - 17 to 1 payout, placed on the edge of two numbers

Announce Betting
The one thing that confuses people used to playing American Roulette the most is the oval "racetrack" with numbers going around it. If you are at the casino playing European Roulette, you simply tell the dealer that you want to bet on a number in that track and they will know where to put the bets. If you are playing online roulette, the software will automatically place the bets for you.
How do you know where the Announce Bets are going to go?
When you want to bet on a number on the oval, you are not actually betting on that one number on the wheel. Instead, five bets are going to be placed on the table. Take a look at the way the numbers go around the oval. They correspond to the way the numbers appear on the wheel.
When you make an announce bet on 8, what you are really saying is that I'm betting on 8 and the four numbers that surround it on the wheel, or the 10, 23, 30 and 11.
The middle of the Announce betting circle is different. They appear to be randomly placing bets on the table, but there is reason for the apparent madness.
The Voisins du Zero means "neighbors of zero." Bets will not be placed on individual numbers. Rather, 7 bets will be made that cover a total of 17 numbers on the table. These 16 numbers consist of the numbers that are around the 0 on the racetrack, from the 33 to the 27, as well as the 0 itself. That means there is almost a 50% chance of winning on this bet.
But what does that mean? How much do I win? If you land on 25, 26, 28 or 29, there is only one chip covering all four of them. This means your payout isn't much greater than 1 to 1 on the bet. If a 0, 2 or 3 appears, the payout increase to about 1.5 to 1. If you land of the other winning numbers, the total payout on your bet is about 2.5 to 1.
The Tiers du Cylindre means "third of the cylinder," which you should already know is 12 numbers. These 12 numbers are covered by 6 bets on the roulette table. The numbers range from the 33 to the 27 on the racetrack. All 6 bets cover two numbers, so winning on this bet wins you 2 to 1, or the same as betting on any other set of 12 numbers.
The Orphans are the other 8 numbers not included in the first two sets. These 8 numbers will be covered by 5 bets. The numbers 1 and 17 are special. The 1 has a full bet on it and the 17 has two half bets covering it. The payout for getting one of the other six numbers is about 2.5 to 1. The payout for hitting the number 1 is about 6 to 1 and about 6.5 to 1 if the ball lands on 17.
